KATHMANDU, December 5 —The Council for Technical Education and Vocational Training (CTEVT) approved three major regulatory documents on Dec. 3, 2025 (2082/08/17) to standardize technical education and vocational training (TVET) in Nepal. The decision establishes a National TVET Curriculum Framework, a directive for three-year apprenticeship programs, and a new manual for institutional accreditation and grading.
The newly approved National TVET Curriculum Framework (NTCF) sets national standards for the development of TVET curricula across various levels. Under this framework, government bodies, industries, and businesses are permitted to develop curricula based on labor market needs, provided they follow the set principles and formats. All such curricula must receive formal approval from the authorized body before implementation to ensure uniformity in evaluation and execution.
In a shift for apprenticeship training, the Council approved the Apprenticeship Training Operation Directive, 2082. This directive extends the duration of diploma-level apprenticeship training to three years, or 36 months, and mandates that these programs operate on a modular basis. Industries meeting Council standards may now obtain permission to conduct this training. The Council has previously managed 24-month apprenticeship programs at the pre-diploma level.
The Council also approved the Manual for TVET Institutional Accreditation, 2082, to implement existing regulations from 2081. This manual outlines a weighted scoring system to classify educational institutions into four quality levels.
Institutions will be graded as ‘Ka’ (Outstanding) for scores of 90% or above, ‘Kha’ (Excellent) for 80% to less than 90%, ‘Ga’ (Good) for 70% to less than 80%, and ‘Gha’ (Satisfactory) for scores between 60% and 70%. This system is intended to serve as the foundation for improving the quality of technical institutions across the country.
